Regarding "contempt of competition": I would like to know what the justification for this charge is, it's not obvious what behavior provoked the charge.
Regarding "Plagiarism": I am concerned that because his entry acknowledges at least some of the allegedly plagiarized material as not original, it actually hasn't plagiarized them. Given that providing this information seems to sabotage any possible serious attempt one could have to plagiarize any material, it seems unreasonable to assume this behavior can be construed to be anything else but a fair use parody. Specifically, it seems giel's entry was parodying giel's habitual plagiarism, and therefore probably can't be described fairly as plagiarism.
I provide no challenge to the charge that giel's entry used content created outside the DoZ period, and that he should be disqualified for that.

The purpose of the rule was to punish extreme unsporting behavior such as sabotaging other peoples entries, trying to damage people's megazeux directories and so on, which might not actually be directly tied to a contestants submission. (see asie's attempt to submit fake patches for other people's entries).
The rule was not intended to punish people for either not being competitive, or as redundant "don't break the rules" rule. If some one breaks a rule like using material from outside the DoZ period, DQ them for that, if their game is awful or incomplete, score it appropriately. In the case of an incomplete or poor entry, the final score is precisely where the punishment should occur.

I think it's more reasonable to assume the omissions are accidentally not listed than it is to assume giel deliberately tried to trick everyone into believing the content not listed was original in contrast to the specifically listed items. I think if someones goal is to steal another's work, one of the worst strategies they could employ is to first remind everyone about plagiarism.

Regarding contempt of competition, I may have misused this particular disqualification rule. I will not say further in an attempt to avoid causing further problems with Giel and otherwise, suffice to say I felt that certain actions impeded my ability to properly close out the competition.
I will, for now, remove that from the top post.
The plagiarism still stands.
