Requested by Noser on Discord: it would be nice to have an option for scaling renderers that forces the rendered frame size down to the largest integer multiple of 640x350 (modern) or 640x480 (classic) that will fit within the current window. This option would do nothing for the scaling ratio setting.
Alternatively, rather than a full option by itself, this could be added onto the scaling ratio setting, but that seems clumsier.
This should just be a simple hack to fix_viewport_ratio.
