(Not a forum bug, but ironically we don't have an area for the bug tracker itself, AFAIK.)

I haven't been able to exactly track this down but there does seem to be an issue where sometimes the state of a bug isn't properly loaded when viewing the bug and commenting on it. If your user has permission to update the bug's status, this can have undesirable effects. When the state combos become inconsistent and you submit your comment, the inconsistent states are applied.

Every time I've seen this happen so far it's been after I viewed and immediately commented on an update where somebody changed the status. The tracker's submission form seems to sometimes load the bug's state before the status was changed, and apply it when I submit the form. But I have no way of confirming this.

I'm using Mozilla Aurora 15 alpha 2, which could conceivably have a bug, but I've not seen this problem on any other website.

I think IPB Tracker is slow about updating the cached values. I wouldn't be against canning the thing entirely if there's something functionally similar, free, and less buggy.

IIRC this was related to line end problems in the version fields and was fixed some time ago.
