Out of genuine curiosity, what sort of state is imagined by the development team for MZX, where the team decides, "Okay, we can't put any more cupholders in this ferrari?"

When ancient MegaZeux bugs stop existing, when all of the bugs in MegaZeux's dependencies are fixed, when newer versions of Windows stop breaking things that worked in older releases, when other platform-dependent bugs are fixed, when there stops being new MegaZeux ports, and when MZX's crusty old hack-filled language gets properly fixed. I probably missed some things.

That's what it seemed like to me, too. I should have added, "Excluding OS's breaking stuff via THEIR updates." I can't how many times iOS (when I still had a iPod Touch) broke things and it put the onus on the app dev to fix something they were literally done with months, even years ago.
