Are you excited? I know I am. I own Fallout 1 and 2 as well though I really don't mind the FPS take on the series.

1) Basically the same as Graham's theory - it's about providing the maximum amount of reusability when it comes to the animations, so that they are compatible with many rigs and skeletons, since Bethesda games usually have a lot of potential variation in things like character models and equipment.
2) Because you'll buy it anyway; great looking screenshots and panning shots that show the vast scenery are what sells Bethesda games, not the animation quality. I remember feeling, both with Morrowind and Oblivion (less so with Skyrim, but I think they put a lot of extra effort into animations that time because it was attracting criticism) how the insanely beautiful looking screenshots felt at odds with the janky animation, and it really felt like they made a game that you could take a screenshot of at any point and it would look great, but when you actually looked at the screen while playing it, it would shatter the illusion.
3) Bethesda have a lot of staff and they like to keep them busy throughout a project and the way they go about game design is all about making the maximum use of their people. Unfortunately this means that certain rather rare and specialised skillsets like mocap and character animation are difficult to fit into this model.
EDIT: Apparently the E3 gameplay footage looks way better than the trailer did, so awesome. I haven't looked yet.
Also FF7 remake. I can't be the only person who thinks it's sad that the Final Fantasy series is in such disrepute nowadays that the announcement that makes people the happiest is that they'll soon be able to play an old game again with updated graphics. I'll play it, obviously*, because I love FF7 and I replay it every few years anyway, but I'd definitely rather an RPG that's just as good with a new story and characters. I suppose part of the reason people are so happy about this is because nobody believes Square Enix could possibly make anything anywhere near as good again- and I guess they have a point.
*assuming PC release or emulatability at some stage. Unless I get a PS4 for Persona 5...
anyway, who cares, Sakura no Uta has a release date now and it should be way better than any of this crap

And SE showed off some other brand-spanking new RPGs at their conference - a sequel to Nier (one of the most unappreciated games of last gen), the amazing-looking Star Ocean 5 (I'm a huge fan of the series), and that Project Setsuna from their all-new team created specifically to make console RPGs. Shame we didn't see more of SaGa Vita or get US release announcements for DQ7 Remix / DQ10, though.
But still, SE's conference was one of their best showings in years, after a horrific time last gen. Type-0 is pretty good (currently in the middle of it), I hear great things about ARR even though I don't play MMOs, Bravely Default had an awesome first half (but let's not talk about the second), Theatrhythm: Curtain Call is a great nostalgia piece for anyone into FF music... they're making mad bank on mobile poop, they're in much better shape as a company than they were last gen.

I am however a bit concerned about the dialogue system in Fallout 4. It doesn't seem like you can make informed choices on your own dialogue to NPC's. Guess we'll find out how Bethesda handles that in November when the game actually launches.
I'm a big fan of the series even though I only started playing the first 2 this season.
(by the way finding out there is a time limit in Fallout 1 after you have already invested hours into playing it... is one of the most horrific things ever. Always remember to make multiple save slots you'll regret using just one the entire time like me).
